Lackawanna County was formed in 1878 from part of Luzerne County. It is the youngest of Pennsylvania’s 67 Counties, and it took nearly 40 years to win its independence. A new State Constitution passed in that year omitted an old provision that required a majority vote from citizens of the County that was about to be divided and replaced it with a rule that stated that a majority of the vote was required only from the citizens of the proposed new county. A vote on August 13th of 1878 approved the formation of the new county by a near 6 to 1 margin. Lackawanna County was officially chartered on the 21st of that year.
